Is there a way to keep the 2nd arm (or the upper arm whatever it is called) from going back up when i bring it down?

Just put enough weight on it and it’ll stay down.

Can i use this mount on the hällestad countertop from ikea? also does the mount support up to 20 pounds per arm, or 20 pounds for the entire thing?

It maybe possible with time can cause warping of the counter top due to the weigh which will depend on moisture and temperature in your area. Hope this helps .. thank you
