Where are these made?

Although Tombow is a Japan-based company their pencils are manufactured in Vietnam.

Do the erasers erase cleanly, without smudging?

They don't seem to smudge, but they don't erase completely either.

I am thinking of using these for a standardized test - would these be good or do I have to sharpen them all the time?

I would recommend these for standardized testing. The lead is HB which is actually harder than the number 2 pencils, which Americans use in their tests. So you will get a lot more writing in between sharpening. These are great quality pencils for the money, I highly recommend them.
