Is this an improvement over Phil wood? I'm having slippage with Phil as the grit is very fine.

I've used the Finish Line Assembly Gel on many different surfaces as a torque value reducer, and so far I haven't had any slippage problems - fiber to fiber, fiber to steel, fiber to aluminum or even steel to steel and aluminum to aluminum. For each assembly I am at or below the max torque values for the given part with no slippage. Granules in the prep are like the sand you get in your shoes at the beach or medium to fine grit sand paper.

Will this work on seatposts mage from forged aluminum ?

Yes, works with any metal or carbon fiber. A very good product indeed. I used it to fix a creak on my carbon fiber seatpost on alluminum frame and works perfectly, no problem since.

Would this be good on a press fit bottom bracket as well?

Fiber grip is designed for carbon to carbon fittings. Assuming your b/b cups are not carbon, rather aluminum, this is probably not a good fit. Talk to a shop.

Does it worknon steel?

It will work on steel, but be sure it is what you want. Steel parts can handle more torque, so they usually don't need extra friction compound. Also, steel often benefits from some lubricant, which is the opposite of this stuff.
