Q: Does it works for Eczema?

I have used it for irritated skin, but cannot say it works for eczema. I doubt it would hurt.

Q: My box came shipped with the safety seal open on the packaging. Is it possible this is filled with inexpensive product and marketed as Image product?

My product was sealed. I don't sell the product. What would you usually do with a product that wasn't sealed? I wouldn't guess, I'd return it.
