Is this to powerful for a bird bath?

No, not at all, I use it for a bird bath to push water up to a 2nd tier where it flows over the edge.

Does the pump has a filter or can a filter be attached to it for outdoor fish pond?

This pump is completely inadequate for an outdoor fountain. It is very small. I would only recommend it for a tabletop indoor fountain. It really should not be advertised for an outdoor fountain, it is very low flow capacity and also it does not even have a 3 prong plug.
