Does it keep out small fruit flies?

the mesh is good enough to keep the flies away so far no complains. they are sturdy and amazing the fact that they have 3 colors for a 1 portion plates makes my picnic and outdoor dining so much more fun as we can keep them covered more simple and per portion. they are more tempting and sturdy especially those 3 colors set. and the features are fantastic.

Sorry, I can't say about fruit flies being kept out since I used these mesh screen tent umbrellas to protest seedlings of herbs from critters in the garden. It worked for that and, especially, in protecting these fragile plants from the hail storms that have plagued the Boulder, CO area.

Are there smaller ones, e.g. 8.5 inches in diameter?

this ideal set the smallest size is 10.75 inch the reason we can't go smaller is bec. of its durable made. our food covers are made out of metal to have sturdiness and not fly from the wind so it is not an option for smaller sizes. however if you are looking to cover a plate of 8.75inch this can still be a good choice it will only be a little extra space on the counter or table but will not avoid doing the riht job in protecting your food or plants.
