How to use it outdoors in the garden?

Preventive usage - Sprinkle a handful of Diatomaceous Powder around the root area of the plant, leaves and stem. For Infestation - Apply desired amount wherever there is infestation. Re- apply it after 1-2 days as it might dilute due to watering.

Can it be mixed with water and sprayed?

If you're applying as a dust, it's best to do on dry plants to ensure even coverage. If preparing a wet slurry, mix powder with water and apply it to plants, but take care not to over-wet the plants; as the efficacy of the product can be reduced.
