No... It has a 12V system. A direct drive motor that turns the pan and operates the water pump. You can operate off a 12V charger or a battery.

How does it handle very fine flour gold

i have been finding gold in tailings from 12 mesh down to 80 mesh, if its gonna washout the itty bitty tiny stuff then i dont need this......came THAT close to buying one of these.

How many watts does this draw? Can I run it off of my solar panel controller output?

I GOT A ATV 4 WHEELER BATTERY FOR IT AND IT WORKS FINE. I AM NOT SURE ABOUT YOURS BUT WATCH THE POWER YOU PUT ON IT , NOT TO MUCH IT MIGHT BURN UP ON YOU , I WOULD CALL THE COMPANY AND ASK FIRST.

Can I use a higher voltage power supply, i.e. 13 volts

I would not advise using anything higher than 12 volt, the motor will not be able to handle the voltage. However if you can find a bigger pump then you could use a 13 volt.
