Oats can contain a cross contamination of wheat, but like some other grains, many of us stateside, recommended avoidance due to its make up. New Zealand has this to say as well. "Gluten is used to describe a prolamin protein fraction that affects those with Coeliac disease. This gluten fraction is called gliadin in wheat, hordein in barley and secalin in rye. And this is where there tends to be confusion with oats, which contain a protein strain similar to these called avenin."

Can this be used in recipes instead of flour?

Oat fiber is essentially a non-digestible replacement for the starch part of flour. But it doesn't replace the gluten part. If you want to replace the flour in most recipes, you'll need to replace the gluten too, not just the starch. I've seen bread recipes made with oat fiber and wheat gluten powder, or oat fiber and melted cheese, but never a successful bread made with just oat fiber.
