Is this seat adjustable in any way, for example does the T-bar move closer to the child?

I just purchased 2 of these chairs and assembled them for my restaurant. The seats and or T bar are not adjustable. I did not purchase the tray part but the literature said that was adjustable.

What is the youngest/smallest and oldest/largest child that could safely use this seat?

I don't know about largest kid that is able to safely fit but my son is 14 months and 25 pounds uses it daily and my nephew is 11 months and 16 pounds uses it a couple of times a week.

I have a grandson who loves to rock in the chair we have to the point of almost tipping over. How un-tippable is this chair? Thanks

It is a very sturdy chair. I would think it is very very hard to tip over.
