Yes it can be used as a binding agent to make incense sticks. This is a food supplement / food additive and hence it is costlier because to the processes involved. We would recommend to you a non food grade acacia gum that would be more economical for your purpose.

How do you dissolve to drink?

It's best to use an immersion blender so you can avoid lumps in it before drinking. It can get very lumy when it hits the water and is not stirred right away.
