The length dimensions that it has in the description would be from the shoulders to the feet, not including length of hood, correct?

I do not have the kids version, but measurements provided for the 'oversized adult' length includes the hood measurements in the total overall length. The Oversized Adult is approx 42" without the hood included... Hope this helps!

What's the difference between fits all and one size?

In my opinion, there is no difference.

Does this have 2 layers?

No it’s just one layer but very warm and cozy.
