It will hold an iphone 13. It is too heavy for the top slot unless you add weight to balance the lower slots. It should work for displaying cell phones.

Will these fit 3.5” by 5.5” cards?

would be able to fit the card in vertically with placing the card in on the 3.5" side, but then it would be very high with the 5.5 sticking up and may not have the visual effect you want.
