Would this fit a 8 yr old?

It might not cover your entire child - it would be a tad small depending on if you have a tall child. I would get it anyway- it’s soft and adorable and would still be nice to snuggle with.

Would this fit a 12yr old girl?

It depends how tall she is. I purchased this for my granddaughter. She is 4'3 and weighs about 55 pounds. This blanket goes past her feet.

Is it machine washable?

I’ve washed it multiple times with no problems.
