Q: Are these closer to turquoise or blue?

I chose the multicolor pack and they are all pastey/pastel colors. Im not sure about the pack you are talking about.

Q: Would these be appropriate to have children paint with acrylics or tempura paints?

I don't know about tempura but I've used acrylic paint pens to decorate mine! Some I have even given a base coat of acrylic paint (Metallic,iridescent), decorated with paint pens but I always use a sealer afterward. Helps keep the paint from flaking and chipping off.
