Reckon I can use this to store my solid wood chairs in the garage?

I doubt it. They fit perfectly over mattresses but are not designed for chairs. I would try searching for storage covers for garden furniture.

Will this storage bag fit an adjustable bed mattress 3ft x 6'6"

It will be a tight fit but how thick your mattress is will be the deciding factor. Also there is a pull over flap on the bag and the bag took our thick mattress okay. This bag is, strictly speaking, for a 6’ 3” long mattress. Perhaps you can do a bit more research and find a bag for a 6’ 6” mattress? It will probably be for a standard size mattress and be for a 3’ 3” wide one though.

Can these be used to store in a cellar

I bought one to move home and it is very good, it is not easily torn at all. Yes it can be used in a cellar. You will just need to tape down the open end.

What is maximum thickness of mattress you can fit with single cover, it looks like it is only 10cm is that correct.

I used them to transfer 20cm (8inch) deep European sized Ikea mattresses (=2m not 190cm), very heavy too and the bags handled them no problem. Moving house, so not exactly carefully handled, but polythene is thick enough to cope too. They got misplaced in the house move so I can't measure them for you but from memory it felt more like 25cm deep. Large sturdy bags, I would recommend them.
