It’s preferable to put some substrate in the bottom for ground feeding water beetles and as places to lay their eggs. Also go for plants that are different heights and some floating oxygenators. If you want to encourage dragonflies, you’ll need to have some grasses, Iris or other tall growing plants. It’s really important not to add any fish though, as they will eat the wildlife and also make the pond nitrogen rich which isn’t what you want for wildlife.
