My betta is lethargic and hiding with some scale discoloration, will this help?

There are a lot of reasons for his not feeling well, so the short answer is: It might. It seemed to soothe and help my little guy, and I don't think it hurts the fish at all; but there could be issues with the water, or he may be constipated, or have some fin rot or a bacterial infection. While the BettaFix can help in the short run, you have to find out the cause of his illness and address that. Question 2

When using Bettafix do you remove the filter?

This is somewhat of a science experiment, but I don't see the filter being a problem with water soluble products like Bettafix - which I purchased from my local pet store not Amazon.
I changed the filter completely and downgraded to a smaller BioBag filter pack than the one specified for the tank.  However the filter is completely submerged in the water in the 1 gallon tank after a deep clean and a good saturation of Bettafix over the course of several days.  I also added two drops per day via pipette of AAA Tea Tree Oil from Australia which is the same variety of tea tree oil that the active ingredient "Melaleuca alternifolia" or "Melaleuca" in Bettafix.

After about a week the fin rot has definitely improved and the fish - "Danny Ocean" is a lot more active.

Another factor was the 50 Watt heater I purchased for his (1) one gallon tank.  It does keep the temperature at approximately 90 degrees verses 78, but the cold office temperature is probably what got them sick in the first place.

After a week, I haven't seen any repair, but the fish certainly seems to be more active.  Hope this helps.

Can I use this with snails in the tank? Also does this work for velvet?

I use this in my tank with a betta, snails, bristle nose plecos, and black kuhli loaches with no issues. This product is more for bacterial infections. Velvet is a parasite, find Erythromycin for parasites.

Will this still work for abrasions if my filter is running?

I am not an authority on this, but I believe this product will work even with a filter running. It is a liquid that dissolves into the water and is probably smaller particles than your filter.
