Does this come with a lid

Buy the lid from Amazon> It is 23.00 dollars for a 1 gal plastic bucket???

Is it air tight with the lid? I want to keep paint in it long term. The metal gallon paint cans I have are rusting after about 7 years or so.

Yes, the lid (sold separately) does snap tight and has good seal. I tested this by filling it half way with water, put the lid on, pressed down and the lid snapped on. I turned it upside down and shook it to make sure the lid didn't pop off and there was no leakage. I hope that helps.

Can acid and basic put in this?
