Im planing to install this on my ceiling to reduce echo.   How many present of the ceiling space I need to cover for it work effectly?

I would say half the ceiling space. Usually these are for the walls though.

Question 2

Can you hang your pictures on it?

I see no reason why not.  You just have to be intelligent in selecting the type of hanger.  The 'wood' portion is actually an MDF product with what appears to be a melamine type cover that looks very much like walnut in my case.  Simply drill a hole in the 'wood' slightly smaller in diameter than any nail you use, or nail through the soundproofing that the slats are mounted to and avoid drilling altogether.  Shouldn't be an issue either way.

Does this block out sound from adjoining rooms?

This product may improve the sound proofing capabilities but I would not rely on it as a sole source of protection from noise. We used it to improve the acoustics in a room with a high ceiling and lots of echo, and it worked quite well, but have not tried for isolation between rooms.

Question 4

Are these easily cut without tearing or chipping of the veneer? How do you finish the exposed side at the end of a wall (wall ends on a corner)?

The instruction manual that came suggested using a circular saw but I didn't have one so I just used a hand saw. A circular saw would've been lot easier for sure esp. to cut the outlet openings for power and cable etc. 
My wall ended on a corner too but luckily the spacing between the slats was perfect so all I had to do was cut the felt along the slat, incase the spacing isn't perfect, I think you could trim the felt on either end and make it fit
