Why can’t I wash it enough to get clear water? Water is grey after 4 washings.

Because Barley is a starchy grain. This is the best Barley I have ever found. I soak mine for several hours before cooking. I have never found a problem with this brand. It is the starch you are seeing.

Ive been making homemade muesli cereal. In the directions it said i could put barley in it along with the oats. Is this barley edible raw?

I think for muesli you need rolled barley flakes. It looks like rolled oats. The pearl barley would be more for soups, or possibly cooked porridge.

I did that and it was fine. Helps thicken the soup a bit too.
