How universally sized is this? (grocery store size, WalMart size, Costco, etc.)

The Shopping Cart Cover is large and fits Costco, Walmart, Target etc.

Can this be for twins

Unfortunately there are only 2 leg holes and 1 safety belt so we recommend only 1 child.

Is there any way I could get a replacement belt?

Yes, high chair universal belt will work for it

I don’t see the personal pocket for the parents in the picture. Just want to make sure it’s there.

It’s there! It’s in the back, towards the open part of the cart. I always stash my keys, wallet, and phone in it. This cart cover is great though!
