I have it on using the power cord, however, I'm still confused because it's turning on when motion-activated. What am I doing wrong?

If it’s not running continuously check your power cord connection. It sounds like it may not really connected

When recharging the base for wireless use, how long does it take to recharge fully ?

IN battery mode only my tray is fully DRY. Is that normal? My cat is not going to go over to it if he sees no water in the tray.
