It is cotton filler, but it is warm for child.

I for sure wouldn't consider it officially waterproof, but it would protect you from a normal rain, but not floodproof

My son is 3 years old which size should i sleect ?

Size 3 if he a " normal" 3 years old meaning a big boy or a small boy for his age

Is it supposed to come with the cuffs? I did not receive mines if so. Only the jacket.
