Yes as long as the resin has fully cured.

Can you use it in a mold to create or is it specific to coating only?

No it cannot be used in molds. Since it is water based it needs thin coats for evaporation for the curing process. As a coating it is amazing!

Can this be put over a damaged dry epoxy cup?

Yes as long as the epoxy is cured.
