How much Pho will one package make?

1 pack of spices is good for about 5 quart but it does not make pho! It is not a pho base but spices for pho. You still have to make a broth with a pho base or your own with beef or chicken

Can you re-use the spices? or does it only make 1 pot?

I wouldn't reuse the spices, it is only a one-time use.
