what's the difference between the model arcfrx3+wxr for $68.91 and the arcfrx3wxr for $58.00?

FRX3+ (arcfrx3+wxr) is a new model, FRX3 (arcfrx3wxr) is an old model. The difference is the battery.FRX3+ has 2600 mAh rechargeable battery. The old model FRX3 has 600mAh rechargeable Ni-MH battery and AAA battery slot.

Is the unit waterproof?

Not even a little! I carry a plastic freezer bag that I can slip it into if it starts to rain. Surprised me that I could still hear it just fine. My tuner quit working though (knob spins but nothing happens) so now I own a weather alert flashlight, and a freezer bag.

What kind of battery does it have and is it replaceable ?

NO ... Eton's Sidekick has a 2600 mAh built-in rechargeable battery that is NOT replaceable.

Can you operate the radio with an external battery pack (the kind that is used to charge cell phones) in the case the internal battery fails?

It charges with micro usb. So yes, a battery pack will charge it.
