Right from the start it was very sluggish to start charging. In full sunlight it could take a few minutes for the charging light to change from red to green. There certainly was no output when the light was on red. I verified that with a simple analogue meter. When it changed to green, in good sunlight, I got about 500mA. Now the charging light stays permanently on red (no output) regardless of the device attached for charging or the strength of the sun.
