It's slick -- a rollerball pen smeared when I touched it immediately after writing on the tag and after waiting a couple of minutes. Ballpoint also smeared a little bit.

Do the tags come already with the string on or do I have to put them on? Is it elastic?

The strings are attached to the tags and they are not elastic. Tags are excellent quality and easy to attach to items.
