Does the three pack come with a controller? Or is it sold separately. My system needs 10 fans in total.

Yes, a controller come with three pack of fans.

How many iCUE LINK cables does the 3-pack come with?

1 600mm cable with the kit. You can talk to Corsair support for a free 100mm cable after purchase.

Does this require for ot to plug in a rgb port or a argb?

No it doesn't. The single cable from the fans runs to the Icue Link Hub. The hub connects to one of the USB 2.0 headers on your motherboard, along with a pcie 6 pin power cable from your PSU to the Icue Link Hub. Beyond that, it just requires Icue Software.
