Not like water, it's a gel. I think the listing would be more accurate: Purified Water, Glycerin, Carbomer, Vitamin C, hyaluronate, collagen,chondroitin sulfate, moist factor, ion-exchange material.

Can it be used with an epilator?

I use the gel on the surface of the skin before I use the IPL or RF devices on my clients to cool and lubricate the skin during the treatment, making it a more comfortable experience for my clients.

I see the description has two uses, use with the device or after the device?

Either one is fine, and when I do facial treatments at the salon they often apply it to the skin before using the device. I apply the gel to my skin to cool it down after using the epilator myself at home. For a moisturizing cooling gel, it can be used in a variety of ways.
