It’s felty cardboard/plastic - nice quality and pretty robust, pleased with it.

Would it fit a 9 year old girl?

Possibly. I bought these for a group of 5-6 year old boys and they were fine. Might be a little small for 9 year olds depending how big they are.

Would this fit a 16 year old girl?

Well I bought this cowboy hat in black for my 6 year old grandson and it was great for him. It's not very deep but it has a string tie under the chin which helps to keep it in place. I'm a petite adult, and I tried it on, and it was fine for me too.

Red and felt, but not a Red Roses hat.

Nice hat, felt. With interest surging in woman's rugby thanks to the magnificent performance of the Red Roses it is a pity that this red hat did not have the rose emblem on the front and the feathered boa round the brim like the adult hats. There were hundreds of children amongst thousands of adults supporting the team with their hats. Did the best we could with a separate logo and a bit of Christmas tinsel.
