Are these for 18in dolls or smaller?

I would say they are way too small for 18 inch dolls. They are to scale for miniature doll houses but these doll houses are for little tiny dolls a few inches big.

Is this set lead free?

It is so small you couldn't put more than one drop in it. Probably not a concern.

Where are these made?

The seller looks to be in the US but more than likely all their items are made in China. (I don,t know that as fact, just guessing by how inexpensive they are ) This company has the cutest and best quality dollhouse items I have ever seen. click on see "store front" The problem was I was not trying to get dollhouse furniture. I didn't know about "scale" sizing. I needed it for a larger salesman sample coal burning stove.

Can you use this tea set or is it collectible

You can not use as an actual tea set. The cups are smaller than a thumb tack. Unless you wanted to put it in a tiny doll house.

The quality is not great, hence the "you get what you pay for." The design doesn't line up quite right or is spotty, leaving either the top/bottom edge of the cups with no pattern or random blank spaces in the middle of the pattern, and there appears to be chips of china from some other set randomly glued to several of my pieces. The bottoms of the small plates and cups aren't flat, they're rounded, so they wobble quite a bit. The random chips of china I mentioned are stuck to a couple of the bottoms as well, making them even less stable. I bought the set because I like the pattern and collect mini tea sets, but I'm really thankful I didn't spend more on it. It comes in a nice faux velvet tray so it looks pretty fancy at a glance. Basically, the set is probably just fine for a dollhouse, but not for display for miniature collectors.
