Does the 4-slot charger allow you to charge four 26650 batteries at one time?  The two slots in the middle look smaller than the slots on each end.

I have the two slot model and no 26650 batteries but would say the answer is no, you cannot charge four 26650 batteries at the same time because the description clearly says

"POWXS independent 4 slots 18650 battery charger can charge 1-4 pcs 21700, 20700, 18650, 18490, 18350, 17670, 17500, 16340(RCR13), 14500 Li-ion or AA/AAA Ni-MH/Ni-CD, or 1-2 pcs 26650, 22650 Li-ion or C rechargeable batteries. Different type batteries can be charged at the same time."

will this charge a 18650 3.7v 48000 mAh?

Yes, it’ll charge any 18650, 1865, 18350, 26650, 22650, 20700, 18490, 17670, 17500, 16340 (aka RCR123) and/or 14500 Lithium Ion batteries that run at 3.7v (which are rechargeable, not ones that aren’t rechargeable) up to 4.2v (which is the optimal charge level, as well as AA, AAA, and/or C 
Nickel-Metal Hydride or Ni-Cadmium battery that run at 1.2v (optimal charge rate of 1.5v), but not battery packs even if they are the composition I mentioned because the voltage would be higher. The amperage it charges Li batteries at is 950mA and for No-MH or No-CD is 400mA +/- 50mA, but it will charge batteries with a larger capacity (mAH= milliamp Hours) than its charge rate (mA= milliamperes).

Will this charge a 18650 3.7v   9.62wh purple battery out of a misting fan - the usb broke but the fan runs great if i can charge this battery ??

If it is a 18650 3.7V battery, then yes this charger can do what you need. There is 2 units available, so it you have a few batteries you can get the one that will do what you need. 2-slot or 4-slot models both work as needed.
