How many quarts or gallons will the 5 pound bag make?

I know that 4 lbs. makes 20 quarts, according to the 4 lb bag that I have currently, so doing the math I would say 5 lb pkg would make 25 quarts. I hope this helps.

I don't remember seeing "3 items". I'm sure it means that you need three tablespoons per cup of water. You'd only get one milk pouch/package for your money.

What is the shelf life or expiration date?

2-3 years depending on lot number. But like most dehydrated foods, it should be useable for many years just not as nutritious

Is this lactose free??

It is not stated in the package as lactose free. However I am lactose intolerant but haven’t had a problem using this product in tea or coffee in small quantities
