will this adhere to metal?

yes I added some to the hood on my truck (painted metal). The underneath engine side of hood at front edge. I added it a year ago and it is still there. To be specific I didn't expect it to stay taped to it because sometimes the glue on this doesn't always stay when wrapping the electrical wires near my engine, so I sometimes have add electrical tape to the ends of the wrap to secure them. Otherwise it looks good and It works for most of my expectations. Good luck

Is it ok to use outdoors. Could I use it to wrap a wrought iron railing to keep it from getting hot?

I don't see why not. You would want to be careful tho. Like perfect so it touches itself but doesn't overlap. If that makes sense?
