I am mid size and got a large in this shirt. It does fit loose but the shirt was designed to be loose and airy. If you are a small/petite woman I would suggest Small.

Im 5’1 and 167 lbs would a large or extra large be better?

I would order a large. This is loose as described. To give you a comparison I am 144 lb and 36D in top and I ordered a medium and it fit me well and loose in the midriff area which was what I wanted.
