Does this work well with sprinkles on cupcakes?

I have not used them with sprinkles but have used them with chocolate powder and it worked well. It will probably work as long as you use sugar or really, really small sprinkles as the patterns in the disks are designed for decorating the top of coffee foam.

I find that too much powder goes thru and it doesnt make a design....any reccomendations?

try sprinkling the powder from higher.

Can i use to help with piping icing on cakes/cupcakes?

I don't think they were designed for "Piping Icing". I understand that to be smooshing icing from a bag, through a nozzle, and I assume you mean using the stencils as the shaped nozzle. They would work well for holding above icing and sprinkling a different colour substance (eg: cinnamon, chocolate, or powdered sugar... a powder) to make a design. I suppose you could try "piping". Let us know how it turns out.
