What size do I order for the follow: 28 in luggage measures 27 3/4 H x 19 L x 11 W and 21 in measures 21 H x 15 L x 8 W? Thank you.

Measure the top down the side , but don't include the wheels. I ordered 30" as my suitcase is 29". Haven't used them yet.
