I need to cut both laminate flooring and wall paneling. will the blades do both and should i cut with the finished side up? signed: a lady woodworker

I would use the 60 tooth for both, the finish side should be up just be careful cutting paneling, go with the grain as much as possible to minimize fraying and splitting. You can also use blue painters tape to mark your line and help fight the fraying.

Can this blade be used on a Rigid cordless saw.

I don't think Rigid has a 10" cordless saw. But the arbor is standard 5/8"

Does is work to cut laminate-flooring?

That's what I used it for. I put down oak laminate in the kitchen, hallway, and guest bath using a Dewalt chop saw without any problems. BTW, cut it face side up.
