To spare any other buyers the hassle, since it comes with no documentation, it is an HM-TRP chipset which for similar applications, will need to be configured using the Sik RadioConfig application (I am using Windows 11). The tool that worked for me, I got from MKme on Github, I just had to change the Mavlink setting to RawData, the 57600 baud rate seems to work fine. Plugged in to the telemetry port on the F405 (TX4 and RX4) then enabled MSP for UART 4 in INAV. After all this, I am able to wirelessly connect to the flight controller, but still have not performed any range testing. I had a blinking green light on each radio and a intermittent blinking orange light on the air radio. The radio comes with no documentation so it was hard to determine if I was dealing with a firmware, hardware, or other configuration issue. As it turns out, my board was producing insufficient voltage and after making a wiring change, it worked out and it is now synchronized and accessible via Ardupilot.
