where are they manufactured?

Made in the USA. Excellent filter. This meets Subaru specification of higher relief valve. Use on my 2017 & 2018 Foresters.

why is this fillter shorter than the OEM?

The height of the oil filter is not important, it will meet specs for your auto. What is important is that " purolator" Oil Filters are one of the best filters you can buy. Check'em out on "utube" they will tell you how well made they are, which is why they cost a bit more but worth it.

Why did purolator stop making the pbl14615 for so long? it's been non-existent for almost a year

In the last two years a lot of products have been hard to get. They probably had a supplier issue and couldn't get supplies to make the filters.

Good standard replacement for FB20

Standard replacement with metal end caps. Safe even at 6,000 mile intervals. I feel better running these than OEM blues from dealerships.
