Would an apple IPAD 10.9 fit in this sling bag

I think it would be a tight fit. As it is a like a plethora and does not have much elasticity to it.

How you set a custom lock combination?

The original lock is set to 0 and there should be a little paper in one of the pockets that tells you how to do it. Since the code is set to 000 hold it down on that number and set the code to what ever you want it to be, once you have made the choice, let go of the button and that is the new code. Same thing applies anytime you want to change it. Hope this helps!!!

Is the material waterproof?

Yes, there is a small mesh part that is not waterproof though. The mesh part is on the back of the pack though.

It is connected usb charge. You need to buy charge and connection with cable usb charge inside backpack.
