If I were to use this on a mug can it be washed?

You can use them on a mug but it is easily scratched off because the paint markers are acrylic, most acrylics are water based. Oil based paint markers would work best for mugs.

Can I use these on a phone case?

you can use these markers on your phone case but to make sure it sticks and stays on and doesn't up chipping off you do need to get a clear coat. If you don't ADD a layer of ( polycrylic ) these markers will NOT stay on your phone case. Whenever you use these markers make sure you're not wearing thick fabric cuz if it splatters you're going to ruin your clothing but if you're wearing a loose cotton it'll wash out with hot water.

Can i use this on a wallet that is polyester? My wallet is blank and i wondered if these would work?

I used them on glossy painted wood and on copper. Worked great but neither of those surfaces would take the constant use of a wallet. My guess is it would be fine if you gave it more than adequate time to cure.

Does this paint go on shiny?

I bought these for my granddaughter. I don't believe they are shiny.
