The description says the bear is 30" tall but the Product Dimensions state 11 x 10.2 x 7.5 inches - is the bear really 30-inches tall?

It's thirty inches tall. It's a great bear, I'd definitely buy one again.

Does the bear sit up or lie down?

It doesn't have wires in it to be poseable, but it will lean against a wall or bed. You might be able to lean it forward enough to sit on its own, but most of the time it will lay flat if by itself. Make a good pillow :)
