Can this be cut to size? If so, will it hold up to some winds?

It has held up well to winds so far this year. I do not know whether it can be cut to size without consequence.

If this were hung on a fence or wall would it reflect more light into a shady garden?

That's not a bad idea! If you angle it just right, it could. It would be diffused though because the reflective part isn't solid and the reflective surface angle will vary throughout. I might try this in the winter, I have a brick wall that blocks most of the sunlight on several plants when the sun comes around at a lower angle. In the summer I'm only worried about blocking the sun & heat which this is great for.

There is a dull and shiny side - is the shiny the most reflective? and should be on the outside? Or does it matter?

The shiny side indeed has a higher reflective property, and it is recommended to place the shiny side facing outward, towards the source of sunlight.

Is it 80% shade rated or 40%? Because the description doesn’t match the text on one of the photos and that’s a huge difference.

Can't say. I wondered too so I bought them while on sale then hung one up on my deck. It worked well. I didn't measure the temperature difference. I also have the regular silver alluminet which is 80-90% and this seemed comparable.
