can it be over painted

I've never tried , but most silicone type sealers can be over painted ,though they may need painting with an oil based paint like old fashioned gloss ,not water based acrylic or emulsion ,initially and when dry this could be painted over with water based paint , if required

Have people been receiving the wide nozzle expected with this product?

The wide nozzle should be with the cartridge. Thanks.

Could I use this to seal a wooden garage to a concrete base

It is waterproof and is elastic and fibrous so yes why not.
