This a is a fan, not AC. It has fans on the back to get the back of your neck. Also fans that will get your sides if your face. I am extremely happy with my fan.

Feels good so far and our heat index has been about 110.

How do you tell when it's charged?

The indicator light on the on/off/ air flow button, which is red when initially plugged in to charge, turns green when fully charged. Make sure you pay attention. As indicated in the instruction sheet that comes with the fan, you must unplug the fan from charging as soon as you see the light turn green as this fan doesn't have battery overcharge prevention.
