The instructions say that the fixed locking plate can't be opened once it is locked but you can open it it with a thin sharp blade in the bottom corner to open the ratchet and remove the strap ( try a Stanley knife blade ). This is useful if your little darlings visit infrequently and you don't want the daily inconvenience of the strap.
