I thought this was on sale and yet price does not go up? what about hormones and antibiotics, if come from usa?

The label claims that the beef was grass fed, hormone free, and non-GMO. It also says that it is undefatted. I have no idea about the antibiotics. I also don't know about being on sale. I do know that I have tried to purchase this or similar products at local stores and it is both expensive and difficult to find.
